Delta Green Countdown is probably the best single RPG supplement I've ever read. One chapter discusses the Hastur Mythos, which has informed every single Hastur/Carcosa game I've run.

What more do you need?

Phenomen-X is my favorite part of the book. I had the most success selling people on playing DG with the promise of being a ridiculous news crew. The players jumped and made an even worse team, one of my best campaigns was born despite the players evil and horribleness to everyone and everything. It is definitely a high point.

Oh, the Russians are okay too. I think this is the book with the Ghoul created Stalin-cult. And I'm surprised I haven't heard Ross use the Outlook Group, they're up with Hastur in terms of messing with PCs.
