Hunting the most dangerous game: Players.

In our 13th age campaign the players will soon find themselves hunted by someone much higher in level then themselves. The hunter can only hunt them in the mornings. After noon the players are safe. This is not supposed to be a fight every time. Rather to add pressure and dread to the game. Any advice on running this sort of encounter?
P.S. - I moved the discussion to the RPPR Forums from the facebook group due to my question popping up on my players news feeds.

Well, it's not an encounter, it's an entire adventure. Set it up as such, and have multiple encounters as the players deal with this guy.
Foreshadowing is key too - give the players reasons to fear/flee him before he ever shows up

Yeah, this is more like a long-running subplot than a single encounter.
If he can only hunt in the mornings, he might try to ambush them during their down-times - in their homes, during their breakfast or something.
