Well, it's pretty clear the guy can already produce lighter than air gases on his own since the balloons are clearly floating despite the fact he's inflating them using his breath.
Pretty clear that he inhaled a large number of highly reactive gases and has been keeping them inside of his lungs since his arrest but needed to release and mix them in external objects to get any energtic effect.
