Hey guys, Long time lurker partial pointless poster.
Its just like it says in the title, I'm looking for a decent rules set for a post apocalyptic earth campaign.
What I'm looking for is a nice simple combat system, uncomplicated character generation and a comprehensive enough equipment/weapons list to keep the hoarders in check.
Anyone?

Twilight 2000 if you can find it
I've heard Apocalypse World is good but I haven't played it
Wild Talents is easy to run as a post-apoc game but there isn't much equipment
D20 Modern can work too
GURPS could work as well.

New World of Darkness has an after the end setting presented in Shards with rules for things like high radiation spots, fallout storms, and other environmental hazards plus supernatural threats like slaver vampires, ghost swarms, and rolling freeform spells.
Easy character generation and tons of equipment, especially if you have access to Armory, Armory: Reloaded, or Hunter: The Vigil, plus extremely lethal, easy to use combat rules.

I'm working on making a Fallout game out of Savage Worlds. Mostly because it already came with power armor and energy weapons that were similar to Fallout already. If you want a system already geared towards it, Atomic Highway and Exodus are both post-apocalyptic. Atomic Highway is a bit more realistic and has some interesting scavenge tables. It's a lot like Mad Max and Book of Eli. There are optional low level mutations, like gills and such, and also optional zombie rules. I think there's a supplement for adding more powerful mutants into the game.
Exodus was supposed to be the Fallout RPG until they were sued by Bethesda. It's okay but not my favorite.

Exodus is a great game as long as you don't mind using the d20 system.

Gamma World- The Alternity Edition.
The Fallout version of Old-School Hack.
Omega World (the d20 version that Gamma World should have gotten, weighs in low but has that awesome feeling of over the top)
Tweak FATE. Nothing like a wasteland that is collaboratively created with characters that are also collaboratively created.
I've also heard that Mutant Epoch is good but never got a chance at it...

I agree with Ross that T2K is the best system if you can get a hold of it since it's now somewhat rare.
No one has mentioned Fear Itself yet, which could also work well if you want to play rules light and heavy on the post-apoc horror.

Use the FATAL rules-set. Nothing will convince the players more that everything is terrible and the world has ended and life is pain and scrabbling through difficulty.

I've been thinking about using "A Dirty World" as a post apoc setting. The occasional environmental hazard would simply soak a dot the appropriate skill until the players could heal their mind and soul. I'd just free form equipment and food.
