I just ran into this (http://www.clanwebsite.org/games/rpg/Dawn_of_Worlds_game_1_0Final.pdf) free multiplayer world creation game on Reddit. It's called Dawn Of Worlds and it's under something similar to the creative commons license.
I haven't played it yet, but it looks cool. It might be a great play by post/forum game as well.
