Yeah there is nothing for accelerated healing in any of the books. For the most part monster powers are at the GMs discretion. The game has not terribly many rules but the general rule of thumb I use is WT powers at W-1

I honestly don't know if he even can.  He doesn't have licensing from Arc Dream or The Chaosium.
