New to D&D character help?

So as a newbie to D&D (and RPG's in general) I was looking for some help on some of the basic 4th ed. character sheet stats. Im starting off simple (lvl 1 rogue) but im having a problem factoring in all of the elements that effect stats, sadly i do not have the money for the Wizards of the coast character generator so im doing this all by hand. Any help/ tips would be much appreciated

What is your question specifically?  If you haven't already seen it, 30-31 are pretty good as far as stepping you through things...
