Running a Cosmic Level WUSHU game Need NPC ideas

With this game i'm pulling out all the stops.  I told the players they could play whatever they want.  The setting is a city in the center of the universe where all time and space meets.  Naturally my players jumped at the chance to allow their imagination to become unfettered.  This leaves me with a sandbox city that needs to be filled.

Describe the most abusive, over-the-top NPCs to throw at them and give me a motivation for them.

Tighty Whitey Suicidey - a strung out highly depressed and insane immortal, he's been alive longer then there's been time and has gone quite mad and cant gather up the mental fortitude to wear anything other than a tattery pair of underpants. He has a curse which makes any harm on him transfer to someone else, (he still suffers it though, which doesn't help his mental state), like a living voodoo doll, his sincerest wish is to finally die for good.

So far not bad.  Gotta love the raptors.  Also, already did an evil lincoln.  4 scores and seven years ago almost a TPK.  Ah, Deadlands... As far as immortals go pretty good.  Timecops as bad as the movie...check. Also Dr. Zaius awesome. Hugh Bliss also pretty good. What else you guys got?

The love child of Krang and Motherbrain: Neuron-X. It's a giant brain with an "X" tattoo, for Dimension X, and an eye patch (space pirates). It has a mouth and eyes like Krang and metal limbs like Motherbrain, leads both their armies, and hates everything.

A middle aged guy who played Monsters and Other Childish Things, and got sucked into a dimensional portal during a game and was flung into time and space and came out as a 10 year old girl who can summon the cast of My Little Pony: Friendship is Magic.

Guru and Nail from DBZ Abridged.

A large island, which is actually a giant turtle, which is actually a giant turtle robot piloted by a normal sized turtle inhabited by the soul of the last Giant Tortoise from the future after it fused with a demon to grant it the intelligence to evade being eaten. Some sort of evil Plumpy from Candyland, He really wants you to try his plums.

Super-emo/femm Squall from FFVIII. He's al broken up and apathetic so hard that it warps reality into an Alkaline Trio video around him.
