I could easily imagine these being a monster in a game, some factory or mine unleashed some kind of gas which melts people down to their boots which then form these.

I ran a Spirit of the Century game set in the New York Museum of Natural History, and I used a bunch of images to help immerse my players. I collected them into this imgur gallery.
