Man-made islands designed like miniture countries, placed in internation waters "free of laws and moral codes". I think it's custom made for a Delta Green game but it could also be a good start for designing custom habitats in Eclipse Phase.

Some how I feel like this is a song about a guy who killed his friends and dumped them in the lake. The reason why may or may not include Deep Ones.
