I edited my post before posting it to remove Semi-Competent Aztec Man so as to keep it to 3.

Besides, I'd think he'd come with Pumaman anyway, as a kind of skill (the 'oh by the way you have this power' skill, roll to see in any situation if theres some Puma-based power you werent aware of that can aid you)

I would have to go with The Doctor, only an as-yet-unseen regeneration (The Nth Doctor) who is portrayed by Tom Waits.

Second choice, following the Doctor Who theme would have to be Vladamir Putin, who is actually The Master.

And if Doctor Who is off the table entirely, I'll take the BMX Bandit.

It depends a bit on the nature of the game. If we were planning on play a more investigation/horror themed scenario I think I go with one of the following:

Jessica Fletcher from Murder She Wrote (who as the nations most prolific serial killer could also fit into a high body count game).
