Addition:
Oh, some comments on my power selections.
The reason his limbs are double subtled is to represent that when he isn't using them, they don't really exist. Since the horrible things get formed out of his own flesh, when they aren't being used they are undetectable. Once they come out and he starts swinging them around, the subtly doesn't work.

I added subtle to create objects because it allows the created objects to appear normal rather than false (and in this case horrific) so Nicholai can form what appears to be clothes out of his own flesh rather than having to worry about staying dressed, since all the horrible shape shifting, altering his appearance, and using ooze form powers is likely to leave him without attair. As fun as it would be to play a guy who spends all his time naked, I figured this would make for a nice in game mechanic to allow Nicholai to have a pair of pants when he needs them.

We can only have up to 7 ranks in our powers right?

If I were to take a 2 PP cost per rank, add +1 modifier, and then -3 drawbacks, that gives me 2 ranks per PP right?  Does that mean that I use 3.5 points for 7 ranks?  or do I round to 4?

Nope, you can only apply +7 to damage or saving throw effects. As I've read the rules (and Arje will have to be the judge on this since he's, you know, the GM) there's nothing preventing you from having a Blast 10 power, but you can only apply +7 of that in your attacks unless you trade off to increase damage (by lowering your maximum attack bonus).

Why would you need multiple ranks in Morph/what would multiple ranks give you?

Oh, and I have anatomic separation and a bunch of other powers affecting perception of me, I can take selective on those so they can affect any given separate part right?

So I wanted to basically take it so that if I separate my hand or eye or something I can leave it somewhere and transform it to hide it.  Would I need multiple ranks?  Or would the fact that it's somewhat inconsequential (like a book or something) make it pretty easy to pass it off?

Cool. Than whatever part you take off can change into anything of the same mass with a +5 to it's Disguise check. That's likely to be enough unless whatever your hiding is going to be closely observed.

Prefers not to kill animals

I would like to say never, but I don't know if that would be too much of a broad stroke. He will essentially avoid killing animals, even a mouse, if it can be avoided. He would rather crash his car than hit a dog.

Does that sound like a playable complication?

What kind of hero do you have? If you're a Jungle Lord or a Beast Man, I'd say this complication would fit well. If you're a Gadgeteer, not so much. Mechanically speaking, I think your wording of the complication, when followed neurotically, would work just fine. But I would only allow it (if I were GM) if the character's origin story involved animals and stuff.

I'd recommend something broader like "Respects Life". Unless the character doesn't respect life in all forms, just that of animals. People and plants can go screw themselves!
