During the 1930's, homelessness was such a problem in the city of Leeds, West Yorkshire, that the local church addressed their problems by turning their crypt (a literal crypt) into a temporary homeless shelter.
I mean, what could go wrong by sticking society's most vulnerable and at-risk folk in a
literal fucking crypt right?
(Spoilers: in the scenario I wrote, no it's not ghouls. Ghouls were too obvious)
