Well that assumes what they did where "crimes". Someone who behaves unethically but within the bounds of the law isn't a criminal as they have committed no actual crime.
Random citizens are just as likely to have committed criminal violations. In a modern society like the United States legal codes are extremely complex and people aren't always aware of them. "Punishment" can come in many forms.
If the Eagle conveys only that the individual is, infact, a criminal who has yet to be punished, then someone with unpaid parking tickets will show up way more often than someone who's committed a violent crime. Pile on people with unpaid child support, anyone on parole who's had a minor violation, and every single hooker in the city.
